Non-Proliferation, Russia\u2019s arsenal consists of some 5,977 nuclear warheads, while the United States currently possesses about 5,550 warheads.<\/strong><\/p>\n<p><strong><!-- \/wp:paragraph --><!-- wp:paragraph --><\/strong><\/p>\n<p><strong>U.S. Secretary of State Antony Blinken described the move as \u201cunfortunate and irresponsible.\u201d<\/strong><\/p>\n<p><strong><!-- \/wp:paragraph --><!-- wp:paragraph --><\/strong><\/p>\n<p><strong>\u201cWe\u2019ll be watching carefully to see what Russia actually does,\u201d Blinken told reporters. \u201cWe\u2019ll, of course, make sure that in any event we are postured appropriately for the security of our own country and that of our allies.\u201d<\/strong><\/p>\n<p><strong><!-- \/wp:paragraph --><!-- wp:paragraph --><\/strong><\/p>\n<p><strong>The Brussels-based NATO alliance, for its part, said Putin\u2019s announcement signaled the end of the existing global arms-control architecture.<\/strong><\/p>\n<p><strong><!-- \/wp:paragraph --><!-- wp:paragraph --><\/strong><\/p>\n<p><strong>\u201cWith today\u2019s decision [by Russia] on New START, full arms control architecture has been dismantled,\u201d NATO Secretary-General Jens Stoltenberg told reporters.\u00a0\u201cI strongly encourage Russia to reconsider its decision and respect existing agreements.\u201d<\/strong><\/p>\n<p><strong><!-- \/wp:paragraph --><!-- wp:heading --><\/strong><\/p>\n<h2><strong>Putin Calls Nuke Site Inspections \u2018Absurd\u2019<\/strong><\/h2>\n<p><strong><!-- \/wp:heading --><!-- wp:paragraph --><\/strong><\/p>\n<p><strong>Last month, the U.S. State Department claimed in a report to Congress that Russia was refusing to allow on-site inspections of its nuclear-weapons facilities.\u00a0The report also claimed that Moscow had failed to respond to the Biden administration\u2019s requests to discuss its alleged noncompliance with the New START treaty.<\/strong><\/p>\n<p><strong><!-- \/wp:paragraph --><!-- wp:paragraph --><\/strong><\/p>\n<p><strong>\u201cRussia is not complying with its obligation under the New START treaty to facilitate inspection activities on its territory,\u201d the State Department said in a Jan. 31 statement.<\/strong><\/p>\n<p><strong><!-- \/wp:paragraph --><!-- wp:paragraph --><\/strong><\/p>\n<p><strong>\u201cRussia\u2019s refusal to facilitate inspection activities prevents the United States from exercising important rights under the treaty and threatens the viability of U.S.-Russian nuclear arms control,\u201d it added.<\/strong><\/p>\n<p><strong><!-- \/wp:paragraph --><!-- wp:paragraph --><\/strong><\/p>\n<p><strong>In his Feb. 21 address, Putin described Eestern demands that Russia open its nuclear-weapons facilities to on-site inspections as \u201cabsurd.\u201d<\/strong><\/p>\n<p><strong><!-- \/wp:paragraph --><!-- wp:paragraph --><\/strong><\/p>\n<p><strong>\u201cThe United States and NATO openly state that their strategic objective is to defeat Russia,\u201d he said. \u201cYet they think they will be allowed to inspect our nuclear-weapons facilities?\u201d<\/strong><\/p>\n<p><strong><!-- \/wp:paragraph --><!-- wp:paragraph --><\/strong><\/p>\n<p><strong>He added that while Washington demands on-site inspections of Russia\u2019s nuclear facilities, NATO allies were actively helping Ukraine strike Russia\u2019s strategic airbases. Airbases located deep inside Russian territory came under attack in December, prompting concern about possible retaliation by Moscow.<\/strong><\/p>\n<p><strong><!-- \/wp:paragraph --><!-- wp:paragraph --><\/strong><\/p>\n<p><strong>On Dec. 5, two airbases in central Russia were attacked by drones of unknown origin, damaging two aircraft.\u00a0One of the bases hosts long-range strategic bombers capable of carrying nuclear payloads.<\/strong><\/p>\n<p><strong><!-- \/wp:paragraph --><!-- wp:paragraph --><\/strong><\/p>\n<p><strong>While Kyiv didn\u2019t claim responsibility for the attacks, they were widely hailed by Ukrainian military officials.<\/strong><\/p>\n<p><strong><!-- \/wp:paragraph --><!-- wp:paragraph --><\/strong><\/p>\n<p><strong>In his address, Putin also drew attention to the substantial nuclear arsenals possessed by the UK and France, both of which are core NATO members.\u00a0While these arsenals constitute part of what Putin called NATO\u2019s \u201ccombined strike potential,\u201d neither is subject to the limitations laid out in the New START treaty.<\/strong><\/p>\n<p><strong><!-- \/wp:paragraph --><!-- wp:paragraph --><\/strong><\/p>\n<p><strong>According to Putin, British and French nuclear weapons are \u201calso aimed at us; they are aimed at Russia.\u201d<\/strong><\/p>\n<p><strong><!-- \/wp:paragraph --><!-- wp:heading --><\/strong><\/p>\n<h2><strong>Announcement Coincides with Visit by Biden<\/strong><\/h2>\n<p><strong><!-- \/wp:heading --><!-- wp:paragraph --><\/strong><\/p>\n<p><strong>Putin\u2019s address in Moscow coincided with a visit by Biden to Ukraine and neighboring Poland.<\/strong><\/p>\n<p><strong><!-- \/wp:paragraph --><!-- wp:paragraph --><\/strong><\/p>\n<p><strong>On Feb. 20, the U.S. president paid an hourslong visit to Kyiv, during which he reiterated Washington\u2019s steadfast support for the Ukrainian war effort. He also pledged an additional $500 million in aid to Kyiv.<\/strong><\/p>\n<p><strong><!-- \/wp:paragraph --><!-- wp:paragraph --><\/strong><\/p>\n<p><strong>Since Biden took office in January of 2021, the United States has provided Ukraine with more than $25 billion in security assistance.<\/strong><\/p>\n<p><strong><!-- \/wp:paragraph --><!-- wp:paragraph --><\/strong><\/p>\n<p><strong>From Kyiv, Biden traveled to the Polish capital Warsaw, where he was slated to deliver a speech on Feb. 21. The address is intended to mark the passage of one year since Moscow\u2019s invasion of Ukraine.<\/strong><\/p>\n<p><strong><!-- \/wp:paragraph --><!-- wp:paragraph --><\/strong><\/p>\n<p><strong>Russia invaded Ukraine on Feb. 24 of last year.
