A partial meltdown was likely under way at a second quake-stricken nuclear reactor, Japan’s top government spokesman said Sunday as operators frantically tried to halt a similar threat at a nearby reactor.
Tokyo Electric Power Co. said Sunday another reactor of its quake-hit Fukushima nuclear power plants had lost its cooling functions, while at least 15 people at a nearby hospital were found to have been exposed to radioactivity.

BEIJING — An earthquake toppled houses and damaged a hotel and supermarket in China’s extreme southwest near the border with Myanmar on Thursday, killing at least 22 people and injuring more than 200, officials and state media said.
