<p>The Zafar missile, as it is dubbed in the report, &#8220;is a short-range, anti-ship cruise missile capable of destroying small- and medium-sized targets with high precision.&#8221;</p>
<p>It can be mounted on speed boats and other light vessels, can withstand electronic warfare, and is able to fly in low altitudes to avoid detection, the report said.</p>
<p>Iran has a fleet of speed boats that often challenge US and allied warships in the Gulf.</p>
<p>The vessels are usually controlled by the elite Revolutionary Guards and can be equipped with missiles.</p>
<p>The Islamic republic says it has a wide range of missiles. It says some are capable of striking targets inside Israel as well as Middle Eastern military bases of its other main archfoe, the United States.</p>
<p>Tehran regularly boasts about developing missiles having substantial range and capabilities, but Western military experts cast doubt on its claims.</p>
<p>Iran&#8217;s military said in January that it could close the strategic Strait of Hormuz in the Gulf, through which a third of global marine oil traffic passes, if it is attacked.</p>

<p>Banned under former leader Hosni Mubarak and his predecessors, the Brotherhood has emerged as the winner from his overthrow. Islamists of various stripes have taken about two thirds of seats in the assembly, broadly in line with their own forecasts.</p>
<p>The Brotherhood&#8217;s Freedom and Justice Party (FJP) has promised all Egyptians will have a voice in the new parliament, but Islamists are now set to wield major influence over a new constitution to be drafted by a 100-strong body parliament will help pick.</p>
<p>Under a complex electoral system, two thirds or 332 of the seats in lower house are decided by proportional representation on closed party lists. The other third are contested by individual candidates.</p>
<p>According to final results of the staggered election issued by the High Elections Committee on Saturday, the Brotherhood&#8217;s electoral alliance took a 38 percent share of the seats allocated to lists.</p>
<p>The hardline Islamist Al-Nour Party won 29 percent of list seats. The liberal New Wafd and Egyptian Bloc coalition came third and fourth respectively.</p>
<p>The Revolution Continues coalition, dominated by youth groups at the forefront of the protests that toppled Mubarak, attracted less than a million votes and took just seven of the 498 seats up for grabs in the lower house.</p>
<p>The elections committee did not give results for individual seats, but the FJP&#8217;s alliance said on Saturday it now expected to take more than 47 percent of all seats in the lower house.</p>
<p>RECONCILIATORY</p>
<p>Having secured the biggest bloc, the FJP named Saad al-Katatni, a leading Brotherhood official who sat in the old parliament as an independent, as speaker of the assembly.</p>
<p>While the strong Islamist performance has alarmed liberal Egyptians and Western governments who had close ties to Mubarak, it is unclear if rival Islamists will team up in the assembly.</p>
<p>The FJP expressed its &#8220;confidence that Katatni will be at the same distance from all representatives, either those of the FJP or other parties.&#8221;</p>
<p>This would &#8220;uphold the principle of democracy and consolidate the rules of political participation,&#8221; the party said in a statement.</p>
<p>The rise of the Islamists in Egypt&#8217;s first election since Mubarak&#8217;s overthrow in February last year marks a monumental shift from the past when parliament was a compliant body stuffed with members of his National Democratic Party and the Muslim Brotherhood was officially banned but tolerated.</p>
<p>The arrival of a new generation of politicians with a genuine popular mandate suggests parliament will seek to temper the power of the ruling military council, which has pledged to step aside at the end of June.</p>
<p>Katatni, who sat on the Brotherhood&#8217;s policy committee, told Reuters the new assembly would be &#8220;reconciliatory.&#8221;</p>
<p>&#8220;The priorities are meeting the demands of the revolution, including the rights of the injured and those killed in the uprising,&#8221; he said.</p>
<p>The ruling military council, which took over Mubarak&#8217;s duties after he was ousted in February, also named its choices on Saturday for the 10 parliamentary seats reserved for presidential appointees.</p>
<p>Only one woman was among the appointees which is likely to further disappoint feminist groups after women won only a handful of seats in the elections. Mubarak had traditionally used the quota to boost the representation of women and Coptic Christians.</p>
<p>Five of the appointees belonged to the Coptic community, which comprises some 10 percent of the population.</p>

<p>Iranian President Mahmoud Ahmadinejad arrived in Cuba Wednesday for a brief visit that is the third stop in his Latin American tour.</p>
<p>Ahmadinejad was to meet with Cuban President Raul Castro later Wednesday, after lecturing at the University of Havana. Cuban diplomatic sources in Havana said that Ahmadinejad also has plans to meet with historic Cuban leader Fidel Castro.</p>
<p>As he arrived in the communist island in the Caribbeann, Ahmadinejad lifted two fingers in a sign of victory. He was coming in from Nicaragua, where he attended Daniel Ortega&#8217;s inauguration for a further presidential term late Tuesday.</p>
<p>U.S. Rep. Ileana Ros-Lehtinen (R-FL), Chairman of the House Foreign Affairs Committee, said in a statement Wednesday that “Iran and Cuba are both state-sponsors of terrorism, and need to be treated as immediate threats to our national security.” According to the statement, “just as the Iranian regime has rejected every overture by the Administration, the Castro regime will never be coddled into changing its ways.”</p>
<p>At a time of tension in the oil-transport corridor of the Strait of Hormuz, Ahmadinejad&#8217;s tour of Latin America &#8211; which started Sunday in Venezuela and is set to end Thursday in Ecuador &#8211; is seen as an effort to side-step growing international tensions and find new markets as the European Union considers an outright embargo on Iranian oil.</p>
<p>The US could impose sanctions on foreign countries doing business with Iran&#8217;s central bank, which would also seriously block the inflow of money for its major export, oil.</p>
<p>Over the course of his trip, Ahmadinejad has denied that Iran aims to make a nuclear bomb, a growing concern in the international community which has threatened ever stricter sanctions as Iran defies demands for transparency.</p>
<p>Iran&#8217;s threat to block the Strait of Hormuz in retaliation for the sanctions is not the only issue contributing to tensions. On Monday, international nuclear regulators confirmed that Iran has begun enriching uranium at a second enrichment site in Fordo, near Qom. Uranium enrichment is essential to producing weapons-grade material.</p>

<p>Banned under deposed President Hosni Mubarak, the Brotherhood has emerged as a major winner from the uprising that toppled him, exploiting a well-organized support base in the first free legislative vote in decades.</p>
<p>It may be some weeks before the exact shape of the lower house is known because of various runoff votes. However, it is unlikely that their outcome will alter the dominance of the Islamists who now look set to wield major influence over the shape a new constitution to be drafted by a 100-strong body that the new assembly will pick.</p>
<p>The Brotherhood has promised that Egyptians of all persuasions will have their say and, while the strong Islamist performance has alarmed some Egyptians and Western governments that backed Mubarak, it is far from clear whether rival Islamists will cooperate in the new legislature.</p>
<p>The Brotherhood&#8217;s Democratic Alliance list has won 41 percent of the seats so far, while another list led by the hardline Islamist Nour Party came second with 20 percent of the seats.</p>
<p>The Nour Party seeks strict application of Islamic law and the more moderate Brotherhood may seek an alliance with liberal groups to allay concerns about the prospect of an Islamist-led Egypt.</p>
<p>Sixty-two percent of potential voters cast their ballots in the third round of the election, which took place on Tuesday and Wednesday, Egypt&#8217;s election commission said.</p>
<p>CONSTITUTION</p>
<p>With the elections for the lower house drawing to a close, the debate is now likely to shift to the new constitution that will replace the Mubarak-era document.</p>
<p>One main area of discussion will be whether there should be a dilution of presidential powers which underpinned his rule.</p>
<p>Those powers are now exercised by the ruling Supreme Council of the Armed Forces, which has faced mounting criticism from activists who accuse it of seeking to hold on to power and privilege.</p>
<p>The military is set to rule until the end of June, by which time they say Egyptians will have elected a president to whom they will hand power.</p>
<p>The commission has yet to issue the official results because of the runoffs for seats being contested by individual candidates take place on January 10 and 11, and voting must be repeated in a district where the election was cancelled due to irregularities in the first round.</p>
<p>That leaves about 11 percent of seats in the 498-seat lower house as yet undecided, according to a chart of the new parliament posted on the Muslim Brotherhood&#8217;s Freedom and Justice Party Facebook page.</p>
<p>The partial results issued by the Muslim Brotherhood on Saturday suggest non-religious parties have performed poorly.</p>
<p>They suggested the liberal Egyptian Bloc winning 9 percent of the seats so far, the Wafd party taking 9 percent and former Mubarak loyalists taking 4 percent of the vote &#8211; a stronger performance than the Revolution Continues coalition of youth activists who won just 2 percent of the seats.</p>
<p>The moderate Islamist Al Wasat won 2 percent, while the rest were taken by independents.</p>
<p>Elections are also set to begin in the coming weeks for the upper house of parliament.</p>

<p>As he has previously, Panetta cautioned against a unilateral strike by Israel against Iran’s nuclear facilities, saying the action could trigger Iranian retaliation against U.S. forces in the region.</p>
<p>“We have common cause here” with Israel, he said. “And the better approach is for us to work together.”</p>
<p>Panetta’s remarks on CBS’ Face the Nation, which were taped Friday and aired Sunday, reflect the long-held view of the Obama administration that Iran is not yet committed to building a nuclear arsenal, only to creating the industrial and scientific capacity to allow one if its leaders to decide to take that final step.</p>
<p>The comments suggest the White House’s assessment of Iran’s nuclear strategy has not changed in recent months, despite warnings from advocates of military action that time is running out to prevent Tehran from becoming a nuclear-armed state.</p>
<p>Several Republican candidates have called for a tougher line against Iran, saying they believe it is committed to building the bomb. “If we re-elect Barack Obama, Iran will have a nuclear weapon,” said Mitt Romney. “And if you elect Mitt Romney, Iran will not have a nuclear weapon.”</p>
<p>Rick Santorum has said that the U.S. should plan a military strike against Iran’s nuclear facilities and “say to them that if you do not open up those facilities and close them down, we will close them down for you.”</p>
<p>Iran has opened two dozen of its facilities to international inspectors, but has refused in defiance of the U.N. Security Council to suspend its uranium enrichment.</p>
<p>A leading hardline Iranian newspaper reported Sunday that Iran has begun uranium enrichment at a new underground site well protected from possible airstrikes.</p>
<p>Kayhan daily, which is close to Iran’s ruling clerics, said scientists have begun injecting uranium gas into sophisticated centrifuges at the Fordo facility near the holy city of Qom.</p>
<p>In a talk at a Brookings Institution forum in December, Panetta said an attack on Iran’s nuclear facilities would “at best” delay Iran’s nuclear program by one or two years. Among the unintended consequences, he said, would be an increase in international support for Iran and the likelihood of Iranian retaliation against U.S. forces and bases in the Mideast.</p>
<p>Panetta did not discuss the issue directly on Sunday’s “Face the Nation.” But Chairman of the Joint Chiefs of Staff Gen. Martin Dempsey, appearing with the defense secretary, said that he wanted the Iranians to believe that a U.S. military strike could wipe out their nuclear program.</p>
<p>“I absolutely want them to believe that’s the case,” he said.</p>
<p>Panetta did not rule out launching a pre-emptive strike.</p>
<p>“But the responsible thing to do right now is to keep putting diplomatic and economic pressure on them to force them to do the right thing,” he said. “And to make sure that they do not make the decision to proceed with the development of a nuclear weapon.”</p>
<p>Panetta said if Iran started developing a weapon, the U.S. would act. “I think they need to know that &#8212; that if they take that step &#8212; that they’re going to get stopped.”</p>
<p>Dempsey also said that Iran has the military power to block the Strait of Hormuz “for a period of time” if it decides to do so, but that the U.S. would take action to reopen them. “We can defeat that,” he said.</p>
<p>Panetta said closing the strait would draw a U.S. military response. “We made very clear that the United States will not tolerate the blocking of the Strait of Hormuz,” he said. “That’s another red line for us and &#8230; we will respond to them.”</p>
<p>A number of experts say Iran is unlikely to close the strait, through which Gulf oil flows, because the action could hurt Iran as much as the West.</p>

<p>The party list led by the Brotherhood&#8217;s Freedom and Justice Party (FJP) won 36.3 percent of the list vote, while the ultra-conservative Salafi al-Nour Party took 28.8 percent, pushing the liberal Wafd party into third place.</p>
<p>The vote, staged over six weeks, is the first free election Egypt has held after the 30-year rule of President Hosni Mubarak, who routinely rigged polls before he was overthrown by a popular uprising in February.</p>
<p>The West long looked to Mubarak and other strongmen in the region to help combat Islamist militants, and has watched warily as Islamist parties have topped votes in Tunisia, Morocco and now Egypt.</p>
<p>Parliament&#8217;s prime job will be appointing a 100-strong assembly to write a new constitution which will define the president&#8217;s powers and parliament&#8217;s clout in the new Egypt.</p>
<p>Second-round results for party lists gave the liberal Wafd Party 9.6 percent of the vote. The Egyptian Bloc of mostly liberal and leftist parties won 7 percent of the list vote.</p>
<p>Analysts say poor coordination among non-Islamist groups has divided the liberal vote, sometimes handing the majority to an Islamist by default.</p>
<p>TRANSITION</p>
<p>The election, which began on November 28 and ends on January 11, has been marred by a flare-up of clashes in Cairo between police and protesters demanding an immediate end to military rule.</p>
<p>At least 17 people were killed in the protests, in which troops clubbed women and men even as they lay on the ground.</p>
<p>The ruling army council fuelled suspicions it wanted to hang on to power, even after a new president was elected, when its cabinet last month proposed inserting articles in the new constitution that would have shielded it from civilian scrutiny.</p>
<p>The army took over after Mubarak was ousted and remains in charge until a presidential election in mid-2012, but parliament will have a popular mandate that the military lacks.</p>
<p>In the first round of the poll, the Brotherhood&#8217;s FJP won about 37 percent of list votes and Nour about 24 percent.</p>
<p>The complex electoral system gives two-thirds of the 498 elected seats to lists and the rest to individuals.</p>
<p>The FJP said it had won 40 of the 60 individual seats up for grabs in the second round, similar to its first-round showing.</p>

<p>The blasts mark the second holiday season that bombs have hit Christian houses of worship in the west African nation. In a statement issued late Sunday, Nigerian President Goodluck Jonathan called the bombings &#8220;a dastardly act that must attract the rebuke of all peace-loving Nigerians.&#8221;<br />
&#8220;These acts of violence against innocent citizens are an unwarranted affront on our collective safety and freedom,&#8221; Jonathan said. &#8220;Nigerians must stand as one to condemn them.&#8221;<br />
Bombs targeted churches across the country, hitting the cities of Madalla, Jos, Kano, and Damaturu and Gadaka, said journalist Hassan John, who witnessed the carnage in Jos. The death toll in Madalla alone was 18, including two people reported dead overnight at a nearby hospital, Nigeria&#8217;s National Emergency Management Agency spokesman Yushau Shuaib told CNN.<br />
John said witnesses in Madalla reported a higher death toll, with more than 30 killed. Some victims died after being taken to a hospital, he said.<br />
In Damaturu, a northern town in Yobe state, a police station and a state security building were also bombed, an aid worker said. The worker asked not to be named for security reasons.</p>
<p>Nwakpa Okorie, a spokesman for the Nigerian Red Cross, said the some of the wounded were taken to the capital Abuja for treatment.<br />
&#8220;The situation is under control now. The security agents have secured the streets close to the bombed areas &#8230; in Madalla, Jos and Dematuru,&#8221; he said.<br />
Jonathan said his government &#8220;will not relent in its determination to bring to justice all the perpetrators of today&#8217;s acts of violence and all others before now.&#8221; And in Washington, the White House said U.S. officials would help Nigeria pursue those behind &#8220;what initially appear to be terrorist acts.&#8221;<br />
&#8220;We condemn this senseless violence and tragic loss of life on Christmas Day,&#8221; White House spokesman Jay Carney said in a written statement. &#8220;We offer our sincere condolences to the Nigerian people and especially those who lost family and loved ones.&#8221;<br />
The first explosion Sunday struck near a Roman Catholic church in Madalla, west of Abuja, Nigeria&#8217;s capital, the National Emergency Management Agency said. Church officials were trying to get a picture of what happened in the city.<br />
&#8220;Lives have been lost but we do not have the details,&#8221; said the Rev. Michael Ekpenyong. &#8220;The area has been cordoned off. I tried to call the priest, but I couldn&#8217;t get through.&#8221;<br />
Ekpenyong, the secretary general of the country&#8217;s Catholic Secretariat, said the church that was bombed was &#8220;not a big church, but lots of people attend.&#8221; Photos from the scene showed burned-out cars and at least three bodies on the ground, one covered with a blanket, at the rural church.<br />
Usman Abdallah Baba, who witnessed the bombing, said there were at least 15 or 16 casualties and that authorities were still counting the toll.<br />
Baba said local people were already blaming the violent extremist Muslim Boko Haram sect, which has targeted Christians as well as Muslims its members consider insufficiently Islamic.<br />
U.N. Secretary-General Ban Ki-moon condemned the acts &#8220;in the strongest terms,&#8221; his office said in a statement Sunday.<br />
He expressed his condolences to the Nigerian people and reiterated a call &#8220;for an end to all acts of sectarian violence in the country.&#8221;<br />
In 2010, five churches in Jos were attacked while residents were celebrating Christmas Eve. The blasts killed dozens in Jos, which lies on a faith-based fault line between the Muslim-dominated north and the mainly Christian south.<br />
On Sunday, two blasts targeted the Mountain of Fire Ministries church in Jos, northeast of the capital, said John. No one was killed in that bombing, which John called a &#8220;miracle&#8221; &#8212; but a police officer who got into a gun battle with the attackers died of his wounds later, John said, citing officials.<br />
The second church, in Jos, was hit by two explosions when young men threw bombs, John said. Police responded quickly and exchanged gunfire with the attackers, who wounded at least one of the police officers, he said.<br />
The injured officer was rushed to the Jos University teaching hospital for medical attention, but died of his wounds, John said. The attackers fled into the crowd and disappeared after the attack, John said.<br />
Police arrested four people and recovered four unexploded devices, Nigerian state television reported.<br />
Nigeria is Africa&#8217;s most populous nation and has the world&#8217;s sixth-largest Christian population &#8212; about 80.5 million people as of 2010, according to a report published this month by the Pew Forum on Religion &#038; Public Life in Washington. That makes the country just over 50% Christian, according to the Pew figures.<br />
Dozens killed in fighting in Nigeria<br />
The latest attacks follow two days of clashes between militants and security forces in northern Nigeria. Lt. Gen. Azubuike Ihejirika, the Nigerian army chief of staff, said the clashes left three soldiers dead and several more wounded.<br />
The fighting began Thursday between Boko Haram militants and the military in the Yobe state town of Damaturu, Ihejirika said.<br />
&#8220;There was a major encounter with the Boko Haram in Damaturu,&#8221; Ihejirika said Friday. &#8220;We lost three of our soldiers, seven were wounded. But we killed over 50 of their members.&#8221;<br />
Boko Haram translates from the local Hausa as &#8220;Western education is outlawed.&#8221; The group has morphed into an insurgency responsible for dozens of attacks in Nigeria in the last two years.<br />
Boko Haram&#8217;s targets include police outposts and churches as well as places associated with &#8220;Western influence.&#8221;</p>

<p>&#8220;We hope to achieve the first rank in the third stage, but in the end we will accept and respect the people&#8217;s choices,&#8221; said Mahmoud Ghazlan, spokesman for the MB, the best organized and largest political group in the country, in a recent exclusive interview with Xinhua.</p>
<p>Ghazlan, also a member of the group&#8217;s guidance bureau, said the MB had worked for more than 80 years with the Egyptian people and offered services in all fields. &#8220;They know us and our ethics very well,&#8221; he added.</p>
<p>As for the parliamentary vote, he said he did not want to predict its results but the people themselves would decide how many seats they would give the MB.</p>
<p>It&#8217;s clear from the first two stages that the seats in the People&#8217;s Assembly to be obtained by the MB will range from 40 percent to 50 percent, he said.</p>
<p>The MB in Egypt was founded in 1928, but officially banned in 1954. It underwent ideological transformation as Egypt returned to multi-party elections under the eras of Anwar Sadat and Hosni Mubarak. But it could propose candidates as independents in previous parliament elections. In 2005, it surprisingly won one fifth of the seats in the People&#8217;s Assembly, but was forced completely out of the legislature in the 2010 vote, which was allegedly rigged.</p>
<p>The group became the most influential one after the fall of ex- president Hosni Mubarak in February amid anti-government protests and the dissolution of Mubarak-led National Democratic Party. The MB founded its own Freedom and Justice Party in May, as its political arm to run in elections.</p>
<p>&#8220;We believe in a civil state rather than a military or theocratic state as like the situation in the Middle Ages in Europe,&#8221; said Ghazlan.</p>
<p>&#8220;If we reform some things, it will be through persuasion and dialogue and an appropriate atmosphere for people to accept them without repression,&#8221; he said.</p>
<p>About alcohol, it is prohibited to Muslims but Christians living in Egypt have the right to make and drink it, he cited.</p>
<p>In the Mubarak era, Egypt was easily influenced by certain big Western powers, but in the coming period, no one can interfere with Egypt&#8217;s domestic affairs, he said, adding that Egypt will maintain its dignity and treat all countries with the principle of mutual respect.</p>
<p>&#8220;Now the United States tries to keep contact with us. It starts to talk with us to seek its interests in Egypt and to know our points of view and how we will deal with them. But it is obvious that we will change our old policy,&#8221; he said.</p>
<p>Regarding the relations with Israel, Ghazlan said the peace treaty will be reviewed in the People&#8217;s Assembly and amended to become a balanced one if the legislature finds it is not fair.</p>
<p>&#8220;We respect the international treaties but if we find it&#8217;s unfair we will amend it,&#8221; he said.</p>
<p>The senior MB official appreciates Egypt-China relations. &#8220;We welcome cooperation with China, a big country with successful economic development,&#8221; he said. &#8220;There is no doubt that we are keen to cooperation in various fields with China. We seek to have a close and strong relationship (with China).&#8221;</p>
<p>Over the past ten months, Egypt has witnessed repeated protests, giving a heavy blow to the country&#8217;s economy, especially the tourism and investment sectors.</p>
<p>&#8220;Always in the transitional period after any revolution, there will be turbulences and problems like what we see now,&#8221; he said. &#8221; But the way out of this is to speedily hold the elections and transfer power from the military council to an elected civil authority. Only by doing this can we achieve stability and move the wheel of production again.&#8221;</p>
<p>&#8220;The current clashes in the Egypt&#8217;s street are temporary and these prospects will end after forming a parliament, government, constitution and president,&#8221; he said, blaming the ruling military council for lack of experience in managing the civil life.</p>
<p>&#8220;We are Muslims, but we have an accordance with the liberals because we all Egyptians have to cooperate with each other in favor of this country. I think that to solve the country&#8217;s problems we have to cooperate with all powers and factions,&#8221; said Ghazlan.</p>
<p>&#8220;After electing the parliament, we will put a plan and we welcome and cooperate with anyone who agrees on it,&#8221; he said.</p>
<p>The economical freedom, educational policy and others will be conducted in the Egyptian community and all of those will lead to reducing poverty and unemployment, said the MB official, elaborating on its goals.</p>
<p>&#8220;Freedom, economic renaissance, social relations and scientific achievement are going to be realized. Egypt will see a revival after restoring stability,&#8221; he said.</p>

<p>The Bucharest Appeals Court ruled Wednesday that Rada Minca and Roxana Lider should be arrested for 29 days pending trial.</p>
<p>Police spokesman Christian Ciocan says the two women approached public figures promising to help them overcome work or love difficulties and break curses. He says they initially charged very little, but as their victims became hooked on their services, increased their prices.</p>
<p>According to media reports, a well-known politician, a soccer player, TV stars and others are among the alleged victims.</p>
