<p>INDIANAPOLIS — Indiana’s first specialty license plate that benefits gay causes is now available for purchase.</p>
<p>Bureau of Motor Vehicles spokesman Graig Lubsen said the Indiana Youth Group plate has been available since Dec. 28. The plate bears a logo with hands in rainbow colors reaching up.</p>
<p>Some $25 from sales of each $40 plate goes to the group serving lesbian, gay, bisexual and transgender youth. The Indianapolis-based organization operates an activity center, helps develop Gay Straight Alliances in high schools and assists communities in forming youth services. The group serves about 1,400 youths and young adults ages 12 to 21, The Indianapolis Star reports (http://indy.st/zl90uE ) in a Wednesday story.</p>
<p>“All the money will go directly for services to these young people,” Youth Group Director Mary Byrne said.</p>
<p>She said Indiana is the second state in the nation with a specialty plate benefiting gay youths. Maryland was the first, she said.</p>
<p>“It’s an incredible way for people to support IYG; for people, especially youth, to know about IYG; and for people to show their pride in who they are,” Byrne said.</p>
<p>The Youth Group sued the state in 2010 after the BMV turned down its request for a specialty plate in 2008 and 2009. The Youth Group alleged the BMV used arbitrary and unconstitutional standards in deciding whether to approve plates for nonprofit groups. Lubsen said the Youth Group was rejected because of concerns that it did not have statewide impact and did not ensure that funds from plate sales would not be used for salaries.</p>
<p>Both sides later reached an agreement and the lawsuit was dismissed. The Youth Group then applied again and the plate was approved.</p>
<p>The Youth Group is one of 10 organizations approved for specialty plates for 2012, bringing the total number of Indiana specialty plates to 104, Lubsen said.</p>
<p>More than 420,000 specialty plates were sold last year, generating more than $11 million for the sponsoring organizations, he said.</p>

<p>Tel Aviv has been named the Best Gay City of 2011 in an international American Airlines competition selecting the most popular destinations among LGTB tourists.</p>
<p>The Israeli metropolis won 43% of the votes, leaving New York City behind in the second place with only 14% of the votes.</p>
<p>The top 10 cities also included Toronto, Sao Paulo, Madrid, London, New Orleans and Mexico City. Voting was held last month on the company&#8217;s website.</p>
<p>The competition included additional categories, including Best Nightlife (won by New York City), Best Pride (San Francisco) and Best Sand &#038; Sun (Sydney).</p>
<p>Tel Aviv, which was marked as a favorite even before the voting concluded, was described during the competition as &#8220;the gay capital of the Middle East, exotic and welcoming, with a Mediterranean c&#8217;est la vie attitude.&#8221;</p>
<p>Shai Doitsh, brand manager of the Tel Aviv Gay Vibe tourism campaign, told Ynet shortly after learning of the results: &#8220;This makes us very proud.</p>
<p> &#8220;This is the peak of six years of activity and further proof that the decision made by the Tourism Ministry and Tel Aviv Municipality to invest in gay tourism and put their faith in the program we built was the right decision.</p>

<p>In a bid to boost its international image, the country&#8217;s ministry of Public Diplomacy and Diaspora Affairs has established a cadre of diverse volunteers who speak about Israel around the world.</p>
<p>In a recent post on its website, the ministry encouraged minorities and members of the gay community to step forward.</p>
<p>Ministry spokesman Gal Ilan said Thursday that the goal was to highlight Israel&#8217;s diversity. He said when people think about Israel, the gay community is often overlooked.</p>
<p>There are no details yet on how many people have volunteered.</p>
<p>Israel has recently been promoting itself as a gay friendly oasis in an intolerant Middle East.</p>

<p>Mental health experts, educators and members of Israel&#8217;s gay community are protesting the use in the mental health curriculum in a number of academic institutions of a textbook they say presents anti-homosexual positions. The most recent edition of &#8220;Prakim nivharim b&#8217;psichiatria&#8221; (&#8220;Select Chapters in Psychiatry&#8221;) was published in 2010 and is part of the curriculum in universities, colleges and teachers&#8217; colleged. An Internet petition circulated by the book&#8217;s detractors demands its removal from the curriculum of clinical programs unless and until its position on homosexuality is revised. A day after the petition was posted it had more than 500 signatures.</p>
<p>One of the book&#8217;s chapters states that homosexuality is a personal choice and claims that the theory of Charles Socarides, according to which homosexuality is an emotional disorder that can be cured through therapy, is &#8220;the most accepted approach today.&#8221; The chapter was written by Prof. Shmuel Tiano, former director of the Geha Psychiatric Hospital in Petah Tikva.</p>
<p>Tiano describes homosexuality as a &#8220;symptom,&#8221; and that psychotherapy can bring about the integration of &#8220;this borderline personality&#8221; and &#8220;the disappearance of the symptom.&#8221; It also described homosexuality and transgender identity among children as a &#8220;disorder&#8221; that should be treated to enable children to develop &#8220;normal sexual development.&#8221;</p>
<p>In conversation with Haaretz, Tiano said the chapter is a historical survey and does not represent current thinking on the issues.</p>
<p>Eight years ago Gidi Rubinstein, a psychotherapist who teaches at the Netanya Academic College and whose clinical practice specializes in gay and bisexual clients, published an article in the column in the gay and lesbian monthly &#8220;Hazman Havarod&#8221; criticizing the book. Tiano contacted him to discuss his concerns. Rubinstein said he expected his objections would be addressed in the 2010 edition but they were not.</p>
<p>Rubinstein was particularly critical of the platform he said the book gives to the views of Socarides. Tiano said the characterizations of homosexuality as a &#8220;disorder&#8221; or &#8220;symptom&#8221; in the chapter are simply descriptions of obsolete views. &#8220;I explicitly wrote in the chapter that it is not a disorder.&#8221;</p>
<p>&#8220;In its current edition, the chapter on homosexuality not only constitutes a declaration of homophobia, but it educates future therapists and educators to be homophobic,&#8221; Rubinstein said. The fact that the book is published by a university press, Dyonon, and that it was compiled by four leading figures in the psychiatry field gives the book added importance. Avi Chamo, the CEO of Dyonon said he was proud of the book, which is in its fifth edition and is a bestseller. He said the book was designed to survey a range of views and promote academic discourse.</p>
<p>&#8220;There is a word or two that needs to be proofread,&#8221; Tiano acknowledged. &#8220;In advance of the next edition of the book, I commit to carry out additional proofreading and to change the two or three words that have to be changed in the chapter.&#8221;</p>
<p>&#8216;Unfortunate&#8217;</p>
<p>Chen Langer of the Israeli National LGBT (Lesbian, Gay, Bisexual, Transgender) Task Force, known as the Aguda, said: &#8220;It is unfortunate that a book is taught in Israeli universities that still defines, whether intentionally, unintentionally or out of negligence, any sexual orientation as a medical diagnosis in and of itself that requires &#8216;diagnosis&#8217; or, God help us, any kind of &#8216;treatment.&#8217; Langer said the Aguda wants the Council for Higher Education to order the book&#8217;s immediate removal from university and college reading lists and libraries.</p>
<p>Chamo said in a response that the book&#8217;s title, &#8220;Select Chapters in Psychiatry,&#8221; indicates its contents &#8211; a &#8220;review of myriad theories in theoretical and clinical psychiatry. In my humble opinion, professionals in the fields of education, mental health, social work and academia (as the petition&#8217;s signers claim to be) should be familiar with all the existing theories&#8221; in order to promote professional discussion and enable clients to make educated decisions about their treatment.&#8221; Chamo said Dyonon would refer any professional errors to the authors and make corrections as needed.</p>
<p>The Council for Higher Education said in a response that under the provisions of the laws governing academic freedom the individual academic institutions, not the council, decide on which texts they teach.</p>

<p>CNSNews.com asked McCain: “Senator, did you read the Defense authorization bill that was passed last week? Were you aware of the language that repealed the ban on sodomy and bestiality?”</p>
<p>“On what?” McCain replied.</p>
<p>CNSNews.com followed up: “The repeal of the ban on sodomy and bestiality in the military, were you at all aware of that?”</p>
<p>“I’ll have to ask my folks,” McCain said.  “I—I will check on it and have, and he’ll get back to you.”</p>
<p>CNSNews.com then asked: “You don’t agree with that language?”</p>
<p>“I don’t, I don’t know what you’re—honestly.  I read the bill.  And I was there for many hours of deliberation and debate and amendments.  And probably spent hundreds of, several hundred hours on it.  But that particular provision I did not know.  So we’ll have, we’ll get back to you. We’ll get back to you. Just call.”</p>
<p>As CNSNews.com previously reported, the bill that was first approved by the Armed Service Committee, where McCain is ranking member, and then on the Senate floor, where McCain voted for it, does in fact include a provision repealing the military’s ban on sodomy and bestiality.</p>

<p>The provision states: “Section 925 of such title (article 125 of the Uniform Code of Military Justice) is repealed.” <a href="http://www.ucmj.us/sub-chapter-10-punitive-articles/925-article-125-sodomy" style="color:blue; font-size:12px">Click here to see the language of the provision as posted on Uniform Code of Miltary Justice website</a>.</p>
<p>Article 125 of the Uniform Code of Military Justice, which anyone can find by doing a Google search, says: “(a) Any person subject to this chapter who engages in unnatural carnal copulation with another person of the same or opposite sex or with an animal is guilty of sodomy. Penetration, however slight, is sufficient to complete the offense. (b) Any person found guilty of sodomy shall be punished as a court-martial may direct.”</p>
<p>After the interview with Sen. McCain, CNSnews.com followed up with his office, as the senator suggested, asking why McCain had not been aware of the provision that woud repeal the military&#8217;s ban on sodomy and bestiality and, now that he was aware of the provision, whether he supported it. McCain&#8217;s office did not immediately respond.</p>

<p>Down but not quite out, these Americans form a diverse group sometimes called “near poor” and sometimes simply overlooked — and a new count suggests they are far more numerous than previously understood.</p>
<p>When the Census Bureau this month released a new measure of poverty, meant to better count disposable income, it began altering the portrait of national need. Perhaps the most startling differences between the old measure and the new involves data the government has not yet published, showing 51 million people with incomes less than 50 percent above the poverty line. That number of Americans is 76 percent higher than the official account, published in September. All told, that places 100 million people — one in three Americans — either in poverty or in the fretful zone just above it.</p>
<p>After a lost decade of flat wages and the worst downturn since the Great Depression, the findings can be thought of as putting numbers to the bleak national mood — quantifying the expressions of unease erupting in protests and political swings. They convey levels of economic stress sharply felt but until now hard to measure.</p>
<p>The Census Bureau, which published the poverty data two weeks ago, produced the analysis of those with somewhat higher income at the request of The New York Times. The size of the near-poor population took even the bureau’s number crunchers by surprise.</p>
<p>“These numbers are higher than we anticipated,” said Trudi J. Renwick, the bureau’s chief poverty statistician. “There are more people struggling than the official numbers show.”</p>
<p>Outside the bureau, skeptics of the new measure warned that the phrase “near poor” — a common term, but not one the government officially uses — may suggest more hardship than most families in this income level experience. A family of four can fall into this range, adjusted for regional living costs, with an income of up to $25,500 in rural North Dakota or $51,000 in Silicon Valley.</p>
<p>But most economists called the new measure better than the old, and many said the findings, while disturbing, comported with what was previously known about stagnant wages.</p>
<p>“It’s very consistent with everything we’ve been hearing in the last few years about families’ struggle, earnings not keeping up for the bottom half,” said Sheila Zedlewski, a researcher at the Urban Institute, a nonpartisan economic and social research group.</p>
<p>Patched together a half-century ago, the official poverty measure has long been seen as flawed. It ignores hundreds of billions the needy receive in food stamps, tax credits and other programs, and the similarly large sums paid in taxes, medical care and work expenses. The new method, called the Supplemental Poverty Measure, counts all those factors and adjusts for differences in the cost of living, which the official measure ignores.</p>
<p>The results scrambled the picture of poverty in many surprising ways. The measure shows less severe destitution, but a bit more overall poverty; fewer poor children, but more poor people over 65.</p>
<p>Of the 51 million who appear near poor under the fuller measure, nearly 20 percent were lifted up from poverty by benefits the official count overlooks. But more than half were pushed down from higher income levels: more than eight million by taxes, six million by medical expenses, and four million by work expenses like transportation and child care.</p>
<p>Demographically, they look more like “The Brady Bunch” than “The Wire.” Half live in households headed by a married couple; 49 percent live in the suburbs. Nearly half are non-Hispanic white, 18 percent are black and 26 percent are Latino.</p>
<p>Perhaps the most surprising finding is that 28 percent work full-time, year round. “These estimates defy the stereotypes of low-income families,” Ms. Renwick said.</p>
<p>Among them is Phyllis Pendleton, a social worker with Catholic Charities in Washington, who proudly displays the signs of a hard-won middle-class life. She has one BlackBerry and two cars (both Buicks from the 1990s), and a $230,000 house that she, her husband and two daughters will move into next week.</p>
<p>Combined, she and her husband, a janitor, make about $51,000 a year, more than 200 percent of the official poverty line. But they lose about a fifth to taxes, medical care and transportation to work — giving them a disposable income of about $40,000 a year.</p>
<p>Adjust the poverty threshold, as the new measure does, to $31,000 for the region’s high cost of living, and Ms. Pendleton’s income is 29 percent above the poverty line. That is to say, she is near poor.</p>
<p>While the phrase is new to her, the struggle it evokes is not.</p>
<p>“Living paycheck to paycheck,” is how she describes her survival strategy. “One bad bill will wipe you out.”</p>
<p>It took her three years to save $3,000 for the down payment on her house, which she got with subsidies from a nonprofit group, Capital Area Asset Builders. But even after cutting out meals at Red Lobster, movie nights and new clothes, she had to rely on government aid to get health insurance for her daughters, 11 and 13, and she is already worried about college tuition.</p>
<p>“I’m turning over every rock looking for scholarships,” she said. “The money’s out there, you just have to find it.”</p>
<p>The findings, which the Census Bureau plans to release on Monday, have already set off a contentious debate about how to describe such families: struggling, straitened, economically insecure?</p>
<p>Robert Rector, an analyst at the conservative Heritage Foundation, rejects the phrase “near poverty,” arguing that it conjures levels of dire need like hunger and homelessness experienced by a minority even among those actually poor.</p>
<p>“I don’t have any objection to this measure if you use the term ‘low-income,’ ” he said. “But the emotionally charged terms ‘poor’ or ‘near poor’ clearly suggest to most people a level of material hardship that doesn’t exist. It is deliberately used to mislead people.”</p>
<p>Bruce Meyer, an economist at the University of Chicago, warned that the numbers are likely to mask considerable diversity. Some households, especially the elderly, may have considerable savings. (Indeed, nearly one in five of the near poor own their homes mortgage-free.) But others may be getting help with public housing and food stamps.</p>
<p>“I do think this is a better measure, but I wouldn’t say that 100 million people are on the edge of starvation or anything close to that,” Mr. Meyer said.</p>
<p>But Ms. Zedlewski said the seeming ordinariness of these families is part of the point. “There are a lot of low-income Americans struggling to make ends meet, and we don’t pay enough attention to them,” she said.</p>
<p>One group likely to gain attention is older Americans. By the official count, only 22 percent of the elderly are either poor or near poor. By the alternate count, the figure rises to 34 percent.</p>
<p>That is still less than the share among children, 39 percent, but it erases about half the gap between the economic fortunes of the young and old recorded in the official count. The likeliest explanation is high medical costs.</p>
<p>Another surprising finding is that only a quarter of the near poor are insured, and 42 percent have private insurance. Indeed, the cost of paying the premiums is part of the previously uncounted expenses they bear.</p>
<p>Belinda Sheppard’s finances have been so battered in the past year, she finds herself wondering what storm will come next. Her adult daughter lost her job and moved in. Her adult son does not have one and cannot move out.</p>
<p>That leaves three adults getting by on $46,000 from her daughter’s unemployment check and the money Ms. Sheppard makes for a marketing firm, placing products in grocery stores. Take out $7,000 for taxes, transportation and medical care, and they have an income of about 130 percent of the poverty line — not poor, but close.</p>
<p>Ms. Sheppard pays $2,000 in rent and says her employer classifies her as part time to avoid offering her health insurance, even though she works 40 hours a week. Unable to buy it on her own, she crosses her fingers and tries to stay healthy.</p>
<p>“I try to work as many hours as I can, but my salary, it’s not enough for everything,” she said. “I pay my bills with very small wiggle room. Or none.”</p>

<p>“We make the distinction that if a child is living life as a girl and the family brings the child to us and says my daughter wants to be a Girl Scout, we welcome her,” Rachelle Trujillo, vice president of communications with Girl Scouts of Colorado told CNSNews.com.</p>
<p>On Tuesday, 9news.com, a Denver-based television station, initially reported the story of the 7-year-old boy, Bobby Montoya. His mother, Felisha Archuleta, said a local troop leader told her Bobby could not join the troop because he was a boy.</p>
<p>But the statewide organization responded to inquiries from 9news.com by saying that Girls Scouts is “an inclusive organization” and that Bobby would be allowed to join. </p>
<p>“We have privacy rights that we are very respectful of with families,” Trujillo told CNSNews.com. “We do not require proof of gender when a family wants their daughter to be a member of Girl Scouts.”</p>
<p>Trujillo said boys who are living like boys will not be admitted. </p>
<p>“The child must be living life as a girl,” Trujillo said.<br />
In a statement the Girl Scouts of Colorado gave to 9news.com, the organization said:</p>
<p>&#8220;Girl Scouts is an inclusive organization and we accept all girls in Kindergarten through 12th grade as members. If a child identifies as a girl and the child&#8217;s family presents her as a girl, Girl Scouts of Colorado welcomes her as a Girl Scout. Our requests for support of transgender kids have grown, and Girl Scouts of Colorado is working to best support these children, their families and the volunteers who serve them. In this case, an associate delivering our program was not aware of our approach. She contacted her supervisor, who immediately began working with the family to get the child involved and supported in Girl Scouts. <p>Details about the new sex education curriculum in New York City public schools are out &#8212; and some are concerned the lessons are too racy.</p>
<p>The New York Post obtained workbooks that will be used for the new recommended curriculum, which begins in middle schools and high schools around the city next spring. Parents, they say, may be shocked by details of the work.</p>
<p>Middle school students will be assigned &#8220;risk cards&#8221; that rate the safety of different activities, the paper says, from French kissing to oral sex.</p>

<p>The Department of Education says the curriculum &#8220;stresses that abstinence is the best way to avoid pregnancy and STD/HIV&#8221; and reminded the Post that parents have the option to exclude their kids from lessons on &#8220;methods of prevention.&#8221;</p>
<p>When given details of the new programs, one Manhattan mom &#8212; who has a child in middle-school &#8212; was surprised.</p>
<p>&#8220;I didn&#8217;t know how much detail they would get,&#8221; she said.</p>
<p>In August, Deputy Mayor Linda Gibbs commended the return of mandatory sex ed, saying the DOE wants to give students the correct information about sexual activity if they do choose to engage in it.</p>
<p>&#8220;We want to help kids to delay the onset of sexual activity, and if they choose to engage in sexual activity, to do it in a healthy way,&#8221; she said. </p>
<p>The classes will be coeducational, and can be incorporated into existing health education courses. </p>

<p>The ex-pizza business magnate, who has been neck and neck with Mitt Romney in recent polls, opened up about his personal beliefs to CNN&#8217;s Piers Morgan on Wednesday night.</p>
<p>&#8220;I think it&#8217;s a sin because of my biblical beliefs,&#8221; said Cain in a testy exchange. &#8220;And although people don&#8217;t agree with me, I happen to think that it is a choice.&#8221;</p>
<p>Morgan immediately questioned his remarks.</p>
<p>&#8220;You genuinely believe that millions of Americans wake up in their late teens normally and go, &#8216;You know what? I quite fancy being a homosexual.&#8217; You don&#8217;t believe that, do you?&#8221; the incredulous host asked, prompting Cain to reply there was no evidence to prove otherwise.</p>
<p>&#8220;That being said I respect their right to make that choice. You don&#8217;t see me bashing them,&#8221; said Cain. &#8220;I don&#8217;t have to agree with it.&#8221;</p>
<p>Morgan then brought up Cain&#8217;s race, insisting it &#8220;would be like a gay person saying, Herman, you made a choice to be black.&#8221;</p>
<p>Cain remarked, &#8220;You know that&#8217;s not the case. You know I was born black &#8230; Piers, this doesn&#8217;t wash off. I hate to burst your bubble.&#8221;</p>
<p>&#8220;I don&#8217;t think being homosexual washes off,&#8221; said Morgan.</p>
<p>In another heated topic in the wide-ranging interview, Cain said he is against abortion and believes life begins at conception.</p>
<p>But in a surprise admission, he said Americans had the right to make their own decisions</p>
<p>&#8220;I can have an issue or opinion without it being a directive on the nation,&#8221; he said of abortion. &#8220;The nation shouldn&#8217;t be trying to tell people everything to do, especially when it comes to a social decision that they need to make.&#8221;</p>
